There will be one in every local regional provincial and national district. The purpose of this board will be to examine the performance of regulations, laws, all government agencies, employees, professionals and systems etc. It will be empowered to subpoena all documents related to a complaint, subpoena any witness, suspend, revoke, any professionals license. It will also be empowered to impose fines and file criminal charges.
The Citizen Review Board will also be empowered to suspend rules, regulations and procedures that have a detrimental effect on the people in the region.
The Citizen Review Board will also be empowered to hold a public referendum in their region on regulations or government policy.
The board will consist of people not in the profession under review (example politicians won’t be allowed review politicians).
Local or regional Citizen Review Boards will have 9 Board members citizens chosen at random, by lottery of people and 1 nonvoting moderator. There will be 4 nonvoting alternate members.
This system will supervised by a National independent citizens review board, consisting of 26 citizens chosen at random, by lottery of people interested in the position and 1 nonvoting moderator.
The Citizen Review Board members can serve only 1 term and will be 1 year. There will be 4 nonvoting alternate members.
This system will be implemented upon the up grading and modernization of the National information system and coinciding with the upgrading of the government systems.

4 – All existing legislation and laws can be suspended until a national vote is held.
5 - If 10% of the National voters or 25% of a provincial voters call for a vote, the legislation or laws will be suspended until a national vote is held.
6 – All citizens (and only citizens) will have open and equal access on the voting system public forum to voice their point of view about proposed or existing legislation.
7 – No advertising by any groups, political party, commercial, corporate, religious or special interest group will be allowed in reference to legislation proposed for a vote or suspension.

All loans by the Bank of Canada to commercial banks that have loans to the Federal Provincial, Municipal Government or their agencies will be eliminated in about 60 days, without taxing the people.
